On consideration of the whole matter, we respectfully beg to recommend that the Society be suppressed.
18.
Without in any way wishing to dwell strongly on the lives on which the suppression, if approved, shall be effected, we would desire to submit the following suggestions for consideration:
(a) That suppression can be effected by the banishment of some of the leading Headmen, and active members.
(b) That a Proclamation might be issued to the effect that it appears to His Excellency, that the objects and practice of the Triad Society are illegal, and that certain members mentioned by name are persons dangerous to the Peace and Good order of the Colony, therefore His Excellency notifies that after a certain date he will bring forward an Ordinance for the suppression of the Society, and warns all law-abiding persons to forthwith leave the Society.
(c) That on a certain date an Ordinance be passed suppressing this and all other Secret Societies not recognised by the Imperial Laws.
(d) That in the opinion of the Board the punishment for returning from Banishment under Ordinance 8 of 1882... should be increased by power being given to order the administration of a certain number of strokes with the rattan.
(e) On the occasion of the arrest of any suspected member of the Triad Society, Government Notice might be issued describing the suspect and inviting any persons before a certain date to petition His Excellency the Governor and to show why the member should not be banished, and to furnish such security as may be deemed necessary to His Excellency for the future good conduct of the member should he not be...
